Krystin brings more than 15 years of dedicated healthcare experience to her role as CEO of Heritage Oaks Hospital. With a background as a Registered Nurse and Licensed Vocational Nurse, she has a deep understanding of patient care and clinical operations. Her extensive experience includes direct nursing care for geriatric psychiatric patients, case management and SUD treatment. Investing more than a half-decade at Heritage Oaks Hospital, Krystin has excelled as the Director of Assessment and Referral and most recently as the Chief Operating Officer (COO). She is currently pursuing a master’s degree in business administration with a focus on healthcare management, further enhancing her strategic and operational expertise.
As CEO, Krystin is committed to overseeing hospital policies and implementing practices that ensure operational efficiency, strategic vision, clinical management and financial accountability. Her leadership is characterized by a focus on enhancing the overall quality of care and elevating the experience of both patients and staff. Krystin’s comprehensive approach to hospital management emphasizes the importance of regulatory compliance, community engagement, and fostering a professional and positive working environment. Her dedication to excellence and her strategic mindset make her an invaluable asset to Heritage Oaks Hospital.
Ernesto Brizuela, RN

The healthcare career of Ernesto Brizuela spans 25-years, across a breadth of emergency medical services, critical care, and same-day surgery; from working in acute hospital environments to military field settings before transitioning to Behavioral Health in early 2022. Prior to this role, Ernesto served as Assistant Chief Nursing Officer at Heritage Oaks Hospital, and before that he held other healthcare manager and director-level positions, namely as Nurse Administrator for Sutter Alhambra Surgery Center in Sacramento, CA. He is a decorated officer of the U.S. Armed Forces, actively serving since 1997, deployed worldwide for war and peacetime missions, and has held command positions at military medical units.
In addition to receiving a master’s in nursing leadership and administration from Capella University, Ernesto earned his nursing degree from Pacific Union College’s School of Nursing and has also graduated from several military command and leadership courses.
When Ernesto is not fully engaged with his nursing team, he enjoys traveling and spending quality time with his wonderful wife, as well as volunteering at his local church.

As a results-oriented Chief Financial Officer with 12-years of experience in accounting and financial management, Robinson Chyou excels in optimizing operations and enhancing fiscal performance. With a strong background in healthcare finance, corporate budgeting, and risk management, he ensures that financial policies and strategies support long-term business growth and sustainability.
Robinson takes a hands-on approach to financial leadership, working closely with teams to improve processes, reduce costs, and make informed business decisions. He values collaboration, transparency, and problem-solving, helping organizations strengthen their financial health while maintaining a strong focus on day-to-day operations. His ability to break down complex financial data into actionable insights makes him a trusted partner to executives and staff alike.

Chief Administrative Officer – Branches Outpatient Behavioral Health Services
Julie Rhoades serves as the Chief Administrative Officer (CAO) for Branches Outpatient Behavioral Health Services in the Sacramento Market. In this role, she oversees the strategic unification and expansion of outpatient departments at Heritage Oaks Hospital and Sierra Vista Hospital, leading teams across six outpatient sites in West Sacramento, Elk Grove, Carmichael, Folsom, Roseville, and Davis.
Julie has over 15 years of experience in healthcare strategy, transformation, and operations. She most recently served as Principal Product Manager for the Health Transformation Team at Blue Shield of California, where she led cross-functional innovation initiatives to improve care delivery. Her background also includes impactful roles at Kaiser Permanente as the Lead Hospital Operations Strategic Planner and as Senior Strategy Consultant of the Medical Group Outpatient Services. At UCLA-Santa Monica Hospital she served as the Project Manager for Construction and Renovation initiatives, and at the Inter-American Development Bank worked as International Consultant where she managed large-scale programs across the Americas focused on equity, health, and system improvement.
At Branches, Julie is spearheading the growth and development of the outpatient service line, strengthening patient-centered care, standardizing intake processes, and fostering cultural integration across teams to create a unified, innovative, and compassionate environment.
Julie holds a master’s degree in health administration, is a certified Project Management Professional (PMP) and Lean Six Sigma Master Black Belt and continues her executive education in Artificial Intelligence and Innovation at Harvard. Outside of work, she enjoys running and supporting her son in his journey to become an Olympic swimmer.
